PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the Ewing-Lawrence Sewerage Authority (ELSA) for the TRUNK SEWER CLEANING, CONTRACT EL 220 I in the Township of Lawrence, Mercer County, New Jersey.

Bid forms, contracts and specifications are on file at the office of Ewing-Lawrence Sewerage Authority, 600 Whitehead Road, Lawrenceville, NJ 08648.

A Pre-Bid Meeting is scheduled for Tuesday, April 13, 2022, at 10:00 a.m. local prevailing time. The meeting will sta11 at the offices of Ewing-Lawrence Sewerage Authority, 600 Whitehead Road, Lawrenceville, Mercer County, New Jersey.

Said Bids will be received, opened and read aloud in public at the Offices of Ewing-Lawrence Sewerage Authority, 600 Whitehead Road, Lawrenceville, Mercer County, New Jersey on Wednesday, May 11, 2022, at 11 :00 a.m., local prevailing time.

Copies of the bid forms, contracts and specifications may be obtained from the Ewing-Lawrence Sewerage Authority (609-587-4061 ), by prospective bidders upon request, upon payment of the sum of $200.00 for each set.

PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS, EITHER BY MAIL OR IN PERSON.

Bidders must return the entire bound specification document with their bid.

NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER’S OFFICE.

The Contract consists of but is not limited to:

• Cleaning, root cutting and grit removal from approximate 7000 linear of 24″, 30″ and 36″ vitrified clay sewer pipe (VCP) beginning at Princeton Pike, along Benjamin Franklin Road, adjacent to Little Shabakunk Creek, across Route I to the 48″ sewer at D&R Canal.

• Cleaning, root cutting and grit removal from approximate 7000 linear of 24″, 30″ and 36″ vitrified clay sewer pipe (VCP) beginning at Princeton Pike, along Benjamin Franklin Road, adjacent to Little Shabakunk Creek, across Route I to the 48″ sewer at D&R Canal.

• Video inspection of the pipe and with a report.

• Grit removal and disposal.

• All associated work, including, by-pass pumping, if required, and traffic control, and access to work as may be required.

 

The Contractor shall complete all Work under the Contract within 250 calendar days from Notice To Proceed.

The Ewing-Lawrence Sewerage Authority reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Authority.

Bids must be on the bid form prepared by the Engineer, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to
S. Robert Filler, Executive Director, Ewing-Lawrence Sewerage Authority, 600 Whitehead Road, Lawrenceville, New Jersey 08648.

Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Ewing-Lawrence Sewerage Authority in an amount not less than ten percent ( 10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The successful bidder must furnish a 100% Labor and Materials, a 100% Performance Bond and a 10% Maintenance Bond.

Should the successful Bidder to which this Contract is awarded fail to comply with the above provisions as to submission of the required bonds, fully executed, or to execute the Contract within the time required herein, the Owner may, at its sole discretion, declare the Bidder in default and shall be entitled to retain the bid security.

No interpretation of the Drawings, Specifications or other Bid documents will be made to the Bidder orally. Every request for interpretation shall be made in writing, addressed to the Engineer, Allan Jacobs, P.E. via fax to 732-826-1974 or e-mail [email protected]. The Engineer will only respond to specific questions on the Contract Documents if same are received at least 15 days prior to the Bid opening date. Any such interpretations or supplemental instructions will be issued as an addendum to the Contract Documents which, if issued, will be issued by fax, certified mail or delivery service to all prospective bidders no later than seven (7) day prior to receipt of Bids.

The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Authority in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Authority in a lawful manner.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq., N.J.A.C. 17:27 (Affirmative Action), P.L. 1963. C 150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 ( 42 U.S.C. 12101, et.seq.).
The contractor is further notified that he must comply with P.L. 1977, c. 33, and submit a Disclosure Statement listing stockholders with his bid.

The contractor is further notified that he must comply with P.L. 1999 c.238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.

The contractor is also further notified that he must comply with P.L. 2004 c. 57 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.

PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the Ewing-Lawrence Sewerage Authority (ELSA) for the JACOBS CREEK AREA SEWER REHABILITATION, CONTRACT EL 2101 in the Township of Ewing, Mercer County, New Jersey.

Bid forms, contracts and specifications are on file at the office of Ewing-Lawrence Sewerage Authority, 600 Whitehead Road, Lawrenceville, NJ 08648.

A Pre-Bid Meeting is scheduled for Wednesday, June 16, 2021 at 11:00 a.m. local prevailing time. The meeting will start at the offices of Ewing-Lawrence Sewerage Authority, 600 Whitehead Road, Lawrenceville, Mercer County, New Jersey.

Said Bids will be received, opened, and read aloud in public at the Offices of Ewing-Lawrence Sewerage Authority, 600 Whitehead Road, Lawrenceville, Mercer County, New Jersey on Wednesday, July 14, 2021 at 1:15 a.m., local prevailing time.

Copies of the bid forms, contracts and specifications may be obtained from the Ewing-Lawrence Sewerage Authority (609-587-4061), by prospective bidders upon request, upon payment of the sum of $200.00 for each set.

PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS EITHER BY MAIL OR IN PERSON.

Bidders must return the entire bound specification document with their bid.

NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER’S OFFICE.

The Contract consists of but is not limited to:

  • Cleaning, root cutting and removal and video inspection of approximately 18,000 linear feet of 8 inch vitrified clay sewer pipe in the Jacobs Creek Area section of the Mountain View Area of Ewing Township.
  • Testing of approximately 3900 sewer joints.
  • Grouting of approximately 1200 sewer joints.
  • Cleaning, root cutting and debris removal and testing of approximately 190 lateral sewer connections.
  • Grouting of approximately 125 sewer laterals.
  • Grouting of approximately 60 manholes.
  • Cleaning and grouting of manholes and testing, cleaning, and grouting of laterals in the upper portion of Jacobs Creek Road.
  • All associated work, including, by-pass pumping, public notification, restoring house connections, site restoration and traffic control, as may be required.
  • Access easements as needed and restore to pre-construction condition.

The Contractor shall complete all Work under the Contract within 200 calendar days from Notice To Proceed.

The Ewing-Lawrence Sewerage Authority reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Authority.

Bids must be on the bid form prepared by the Engineer, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to S. Robert Filler, Executive Director, Ewing-Lawrence Sewerage Authority, 600 Whitehead Road, Lawrenceville, New Jersey 08648.

Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Ewing-Lawrence Sewerage Authority in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The successful bidder must furnish a 100% Labor and Materials, a 100% Performance Bond and a 10% Maintenance Bond.

Should the successful Bidder to which this Contract is awarded fail to comply with the above provisions as to submission of the required bonds, fully executed, or to execute the Contract within the time required herein, the Owner may, at its sole discretion, declare the Bidder in default and shall be entitled to retain the bid security.

No interpretation of the Drawings, Specifications or other Bid documents will be made to the Bidder orally. Every request for interpretation shall be made in writing, addressed to the Engineer, Allan Jacobs, P.E. via fax to 732-826-1974 or e-mail [email protected]. The Engineer will only respond to specific questions on the Contract Documents if same are received at least 15 days prior to the Bid opening date. Any such interpretations or supplemental instructions will be issued as an addendum to the Contract Documents which, if issued, will be issued by fax, certified mail or delivery service to all prospective bidders no later than seven (7) day prior to receipt of Bids.

The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Authority in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Authority in a lawful manner.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq., N.J.A.C. 17:27 (Affirmative Action), P.L. 1963. C150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et.seq.).

The contractor is further notified that he must comply with P.L. 1977, c. 33, and submit a Disclosure Statement listing stockholders with his bid.

The contractor is further notified that he must comply with P.L. 1999 c.238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.

The contractor is also further notified that he must comply with P.L. 2004 c. 57 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.

The Project consists of but is not limited to:

  • Grouting of approximately 15,000 sewer joints.
  • Cleaning, root cutting and debris removal and testing of approximately 700 lateral sewer
  • Grouting of approximately 350 sewer laterals.
  • Grouting of approximately 75 manholes.
  • All associated work, including, by-pass pumping, public notification, restoring house connections, site restoration and traffic control, as may be required.
  • Access easements as needed and restore to pre-construction condition.

The Project is broken down into two areas (Area A and Area B) and three bids: Area A Bid, Area B Bid and Area A and B Bid. The Bidder shall bid on all three bids. Area A and Area B consist of approximate one-half the Project.

The Contractor shall complete all Work under the Contract within 250 calendar days regardless if it is awarded Area A, Area B of both Area’s A and B from Notice To Proceed.

The Ewing-Lawrence Sewerage Authority reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Authority.

Sealed bids for the Ewing-Lawrence Sewerage Authority’s Wastewater Treatment Plant Upgrade Project will be received at the office of the Ewing-Lawrence Sewerage Authority (ELSA), 600 Whitehead Road, Lawrenceville, New Jersey 08648 until 11:30 a.m. prevailing on June 9, 2020, at which place and time said bids will be opened and read aloud virtually. In accordance with N.J.A.C. 7:22-3.17(g) and N.J.A.C 7:22-4.17(g), all surety bonds must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds), and must be authorized to do business in the State of New Jersey.

Contractor shall be required to comply with the requirements of the Law Against Discrimination, N.J.S.A. 10:5-31, et. seq. and the Equal Employment Opportunity and Affirmative Action Rules set forth at N.J.A.C. 17:27-1, et seq. and the Americans with Disabilities Act of 1990, 42 U.S.C. §12101, et seq., as applicable.

Additionally, a copy of the Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue, for the Bidder and subcontractors must be submitted prior to the award of the Contract in conformance with N.J.S.A. 52:32-44. The Successful Bidder, as that term is defined in the Contract, shall be required to comply with all provisions of the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25, et seq., as applicable, and all other Applicable Laws.

All questions that Bidders may have regarding the Bid Documents shall be submitted via email to the Engineer Felipe S.
